ROM stores the information required to boot the computer. It stands for Read Only Memory and it can only be written by the BIOS
Unlike RAM, ROM is not volatile which means when you turn your computer off it keeps your data. That is why you don't have to re-flash the ROM every time you boot.
Old video game cartridges use ROM. This cartridge is from the GameBoy game Pokemon silver. That is why they instantly start.
