Third scroll down and select accessibility

Fourth select speak selection

Fifth turn it on

Sixth you can choose the dialect and speed of the iOS voice also if you like the word that is being Read to be highlighted you can choose to turn it on, but you don't have too

Seventh select a text from an article, note, book, text, or etc and choose speak
