Gather supplies.  I found these hats at Walmart, $1.47 for a package of eight.

Make a template, I found a round plastic lid that looked to be a good size for these hats.  Draw an almost complete circle, but on the bottom, you will make a tab.

Cut out ears.

Snip a 1-2 inch slice near bottom of the hat.  I lined it up where the string was attached.

Insert ears.

On the inside of the hat, fold over tab and tape it down.  Adjust ears.

These can be embellished with a bow for girls, polka dots, buttons, or stars for a sorcerers apprentice.  For this party we are keeping it simple.
