Put zest in a sous vide bag. Add 1ltr. Vodka and seal. Steam in a Combi oven at 121F (49C) for 35 min. Let sit overnight.

Juice the lemons

Strain zest from vodka. Add lemon juice and 2c.  Simple syrup to vodka.
