In a medium saucepan over medium-high heat, sauté sliced onions, garlic and ginger in oil. Add sliced mushrooms, cook until tender and the flavor has settled into the mushrooms.
Reduce heat to medium. Stir flour into onion mixture. Immediately add milk and stir. Return to a boil, stir until thickened. Stir in cream cheese and chopped scallions. Add salt and pepper to taste.
