Preheat oven to 350 degrees F. Mix 3 cups flour, 1/4 tsp salt, 1 cup sugar, baking powder, 1.5 cups milk, eggs, and 2 tsps vanilla. Slowly add 1/2 cup melted butter. Batter will be thick.
Pour into greased 9x13 pan and spread evenly.
For the tipping, mix 1 cup butter, 1 cup brown sugar, 2 tbsps flour, and 1 tsp cinnamon until well-combined.
Drop evenly over the batter and swirl with a knife. Bake for about 30 minutes or until toothpick inserted comes out clean.
Mix all your ingredients for the glaze together and drizzle over cake while still warm.
