I would use eight-nine sheets of paper. But use less if you started out with printer paper or lined paper that you turned into squares.

Putting the pieces is difficult to explain but I will try my best. First slip one of the pieces into the slit in another piece. Try to slide into place.

You can size the crown by adding other pieces. To make smaller adjustments slid the units closer together or further apart. Once you have it sized tape the pieces together so that they stay.
