Dig a 3x3x1 hole like so.

Make a pillar in the middle out of whatever block you wish. Then place a type of stair against any corner like so.

Make a sign in this exact place.

Place water on top of the stairs and you are done! Just jump in the fountain anywhere and you will be spun around slowly without drowning. I hope this is useful to you!
