First cut about fifty strips of sheer ribbon twice the length you want your tutu to be.
Then cut a piece of stretchy ribbon that fits around your waist.
Then fold the strips of sheer ribbon half around the stretchy ribbon that will be a waitband.
Now cut and fold more ribbon until you have as many as you want.
Then sew around the bottom of the waistband and your done.
