Preheat the oven to 325°F
Mix together brown sugar and flour in a medium bowl
Cut in the butter
Stir in the pecans and set to the side
Mix together white sugar, salt, sweet potatoes, eggs, butter, milk, and vanilla extract in a large bowl
Pour the mixture in a small 8'' square glass pan
Sprinkle the pecan-sugar mix on the top of the sweet potatoes
Place in in the pre-heated oven
Cook for 30 minutes or until the top is lightly brown
