cut some fabric out make sure that when folded the sides are even to make sewing easier. I just used scrap fabric. Grab some thread and a needle
Optional: You can soak your fabric in some of the tea that you are going to put inside the sachet. This way the fabric soaks up the smell (I used a rose tea to soak it)
Sew up both sides of the fabric to make a pocket. Sew it anyway you like, just make sure when you turn it over that it doesn't have openings
Turn it over and you have a sachet

Add the tea, however much you want (I made a really small one so I didn't put that much in). If you end up making a big sachet and don't want to use a lot of tea, stuff it with cotton balls)
Some twine to tie it up, you can use ribbons too to make it pretty
loop the string around and tie it
Once tied, you can cut the top to make it more presentable. Or, before you tie it fold the top inside and then tie it so that it looks better. (Last picture is a good example)
I made this a long time ago, its bigger and with cuter fabric. You can put it anywhere (purse, drawer, etc) or give it to people. I put it in my purse. Its cute and smells great.
