Get an Old, over sized t-shirt and a pair of larger scissors (regular ones work too but its easier with big ones)
Im using an old school shirt of mine. Its big, and the color isn't great either... (Why not make it stylish)
Lay the shirt flat
Fold it in half so the seams all match up
Take your scissors and cut about and inch or so away from the seam of the sleeve. (I fold it in Half so the sleeves match up ok)
Make sure to try and keep an equal distance from the cut to the seam as your cutting
I like to make the hole a circle-ish shape so i curve it but not too much unless you want an awkward heart shape
I always put it on to make sure i like it
Now fold it back in half so the two holes that the sleeves used to be match up
For the razor back effect.. Cut the back of the short out a bit more

I tried it on again to see if i liked it
If you like the collar on it however don't do these next steps
I don't like the collar because it feels too tight
Soo take your scissors with the shirt on
Pull it out in the middle in a spot you want it to be down to
And cut a sliver
The fold it back in half again but so that the sliver is even on both sides of the shirt
Start cutting along the shirt
As you get closer to the back of the shirt of the shoulder seams slowly cut closer to the collar. But always stay below the seams
I not like that edge that sticks out so just cut it off to match the other part of the sleeve
