Start by laying the thread down the hook shank.

Trim off the excess if you have any. Don't cut the thread in the bobbin though. It stays the whole process.

Get a piece of your chosen feather and trim as much as you want for your jig. More feather the fuller but not necessarily better.

Place the thread on the shank and run your bobbin of thread down towards the tail and back to the head. I usually go about the middle between the hook and head.

When the thread is back to the head it will look like this.

Place the chenille starting at the head and running towards the tail, then run the thread down the chenille to the tail and back to the head.

This is how the whip finisher is placed. Like a number 4. You can also tie 3-4 half hitches to secure this.

Lastly put glue on the thread only, not the chinelle around the head.
