Cut holes in said balloon far from the end

Get another balloon and fill it with flour using a funnel bout a quarter cup and tie.

But the balloon with flour in it into the one with holes in it. You need to stretch the balloon with holes in it. If you don't need to the the holes are too big and the flourery balloon will fall out.
