How to keep your eyeliner from running or smudging

Before using the shadows add a primer onto your lid.

Use a waterproof eyeliner and do your liner.

Let it dry especially if it is liquid liner. Keep your eyes closed.

Add the eyeshadow that matches the color of the liner with a brush over where you placed your eyeliner. Yes even on tight line and water line.
