First make a square of oak wood and place wooden slabs on top of the oak wood

Then put wooden fences on top of the wooden slabs. As you can see the fences are flying above the wooden slabs because you can't place fences above slabs

And then you put oak wood at the bottom of the fountain as the base/floor of it

Place a couple of oak wood blocks on top of the middle block

Finally you then place water at the block at the top then it should all fall down the sides
