First if you want to get a google play app on a Chromebook you have to get Arc Welder then download a apk file for any app or game Then Upload the file to Arc Welder and download the zip file
Go to your extensions in the chrome settings press developer mode and press upload Zip file and upload your app/game file and BAM! You have your game/app on your chromebook
