Start by drawing the outline of the mouth
Next draw the chin and ear
Add the crazy bangs
Finish the mad hair
Draw the nose and top of the eyes
Draw the rest of the eyes
Add eyebrows and other lines
Finally add the teeth and optional tornado and TA DA!!!
