How to draw a chibi head

Make a circle with a cross somewhat like this

Make another cross like this

Add the cheeks, but make sure there not too sharp

Add the chin, not too sharp as well

Add a SMALL neck

Add the front part of the hair

Add the back hair

Erase guidelines
