Get the black writing pen and make little circles in centre of marshmallow

Cook cupcakes that are blue

If the cupcake with blue icing using a piping bag

Put a mini marshmallow on for eyes and squish one using knife and place on top of mini marshmallow and place a purple sour skittle on to make the eye ball

Using the black icing writing to draw a mouth and cut the corners of each milk bottle to make teeth

And there is your sully cupcake
